There are a few reasons why this might happen, but the good news is there are often simple solutions!
Here are some common problems and how to fix them:

Billing Region Mismatch: The App Store operates with regional restrictions. If your Swyftpay card is registered with a billing address outside the United States, your transaction might be declined.

Solution: Fortunately, the solution for this is simple, Your iCloud has to be set to the US region for App Store payments. You can do that through media and purchases in settings.
